By Todd Landman
In her new book, The Shadow Elite: How the World's New Power Brokers Undermine Democracy, Government, and the Free Market, Janine Wedel develops this concept of the `flexian', which is posited to be a highly mobile person with multiple identities who inhabits many different organisations and networks, and who has powerful knowledge and skill sets that influence global political developments. Flexians are the new evolved beings that used to inhabit the `revolving door' of yesterday's analysis. They are more mobile and work for a wider range of organisations, while remaining loyal only to themselves. For Wedel, the flexians are a highly pernicious breed of people, such as the `neocon core' that moved from universities, to think tanks, to government, to corporations, and back again in ways that trascended political adminstrations and that act in collusion with other like-minded flexians that seek to pursue `their' agenda regardless of the rules, norms, and insitutions of accountability. Her examples are good ones and not surprising, as she uses her experience of research in the former Soviet Union and the transitional countries of Eastern Europe and finds poeple who used their connections to build personal fortunes, influence political decision making, and undermine democracy. She then turns her attention to American democracy, the federal government, and the ways in which particualr flexians have moved in and out of Washington throughout the post World War II era.But in her quest to warn us of the dangers of the rising tide of flexians, she is guilty of selection bias. She gives examples of of 'good' flexians early on the book. People who moved from graduate school into working with funding organisations, larger international NGOs, university departments, and think tanks in ways that mean they work for several organisations in parallel and own their businesses, consultanting firms, and other organisations. These good flexians are dismissed as not really being flexians since they do not have the same negative qualities of her `list' of offenders. But many of us do precisely what Wedel alleges is such a bad thing. We work in flex jobs, flex office space, flex home offices, and maintain flex work-life balance commitments while trying to put food on the table, enjoy personal and family relations, and carve out some time to socialise. Many of us have knowledge and skills that we trade, sell, barter, and use in ways that are of mutual benefit to others, while allowing us to move about, engage in intelligent debate and activities, and to influence people for good. While I admire the concept and the ways in which it is manifested in her book, I really wonder if those of us who work in the `post industrial' countries of Europe and North America are not really flexians, just that we do not have the negative features of the kind that Wedel describes. The markets in which we operate are such that one job for one's whole life is exceedingly rare and that Web 2.0 and other technologies allow us to construct complex but beneficial flex networks that bring with them net benefits to those with whom we come in contact.Despite these reservations, the book is a great read and very thought provoking.

By Luc REYNAERT
With truly in depth investigations (the notes are excellent), Janine Wedel discovered disturbing facts about how the US is actually governed. The loud call for a `small government' is for her pure rhetoric. The de facto US government is in fact growing rapidly, albeit in a very peculiar manner. The real story behind the `shouting façade' is the `redesigning of government', its privatization.Actually, three-quarters of the work of the federal government (measured in terms of jobs) is contracted out (a multi-billion dollar business). This outsourcing of governmental tasks created a new power system, a kind of parallel (shadow) government. This parallel power base consists of a small set of players (the author is naming names) who are acting inside or outside the government and who are all the time changing jobs between the government itself, private companies, consulting firms, NGOs or think tanks. They always follow their own agenda or the orders of their masters.ResultHiding behind their `grand narratives of democracy and freedom', those who forced the merging of State and private businesses, created less competitive markets and less accountable governmental services. The fusion even eroded national sovereignty. `Ambiguous institutional arrangements are making it difficult to establish where authority resides.'Moreover, the government is `emasculated' because the eventually gathered information stays in private hands, which gives contractors an edge over government overseers.RussiaJ. R. Wedel analyzed superbly the privatization of Russian State assets under B. Yeltsin.A small group of insiders from Harvard and from PM A. Chubais's office sold a major chunk of State assets for token sums to seven (!) preselected bank chiefs.Free marketeers created a new authoritarian State. The author is not really optimistic that all the players `who operate largely above public input, knowledge and visibility' can be reined in.This superbly researched book with an excellent index is a must read for all true democrats and for all those who want to understand the world we live in.
